We update this page the day the notification is issued, and the WhatsApp waitlist hears first.

No: Basant 2027 is permitted only in Lahore, and kite flying stays banned everywhere else in Punjab.

Basant 2027 is permitted in Lahore only. It is not a Punjab-wide festival; the Home Department called a circulating province-wide notification fake. If your family lives in another Punjab city, plan to spend the festival days in Lahore. Flying anywhere else, or in Lahore on a day that is not notified, is an offence under the Punjab Regulation of Kite Flying Act 2025, with no exception for visitors.

Do Basant rules apply to visitors from abroad?

Yes: every rule applies to everyone in Lahore, whatever passport they hold, and offences are non-bailable.

  • String and kites: only cotton dor on a QR-coded pinna, bought from a seller registered with the Deputy Commissioner's office in Lahore. Don't pack string or kites from abroad or from another city.
  • Penalties: flying against the rules can bring 3 to 5 years in prison and a fine of up to Rs 2 million, and police can arrest without a warrant.
  • Children: in 2026, children under 18 were not allowed to fly kites, and parents answered for any breach.
  • Motorcycles: every motorcycle in Lahore needs a safety rod, so check one is fitted before you borrow or rent a bike.

The official Code of Conduct for Basant 2027 in District Lahore applies to every rooftop and premises used for kite flying. It bans metallic, chemical, glass-coated and nylon string; alcohol and drugs; loud music, DJs and sound systems; aerial firing and any display of weapons; and harassment or nuisance to neighbours. Hosts must guard against falls, electrical hazards and overcrowding, use grills or safety walls, and keep off unsafe rooftops. String may be bought only from vendors registered with the Deputy Commissioner's office in Lahore, and buying from unauthorised sources invites legal action. Safety rods are mandatory on all motorcycles in Lahore. Parents and premises owners are responsible for children's safety, officials may inspect at any time, and the owner or manager is personally liable for any injury or violation.

How should guests behave on a Lahore rooftop during Basant?

Follow your host's rules, stay back from the munder, keep the noise down, and let a bo kata kite go.

  • Your host is legally responsible for everyone on the roof, so take their instructions on numbers, edges and string seriously.
  • Stay back from the roof edge: running, jumping, hanging from edges and aggressively chasing fallen kites are banned.
  • Leave the speakers at home: loud music, DJs and sound systems are banned, and so are aerial firing, alcohol and drugs.
  • When a kite is cut, call bo kata and let it go rather than chasing it across roofs or into the street.
  • Ask before photographing other families, and respect the neighbours' privacy; harassment is an offence.

What should you pack for Basant in Lahore?

Hand and eye protection, a neck cover for the road, sun protection and a charged phone, but no kites or string.

  • For your hands: finger guards or thin gloves for handling dor.
  • For your eyes and skin: sunglasses, a cap and sunscreen for long hours looking at the sky.
  • For the road: a scarf or neck guard if you will ride a motorcycle; better still, use cars, rickshaws or public transport. In 2026, Metro Bus, Orange Line and electric bus travel was free during the festival.
  • For emergencies: a phone with Rescue 1122 for injuries and police 15 for reporting banned string or danger.

Can you order a Basant kit from abroad to pick up in Lahore?

Yes, once legal sales open: reserve it from abroad and collect it at our registered shop in Lahore, or have someone there collect it with the order code; we don't deliver.

Kites and dor can be sold only by registered sellers during the sales window the Deputy Commissioner notifies; for 2027 that window is not notified yet (expected about a week before the festival). No seller can legally take an order outside that window, however early they advertise.
